E.LIM.E. (Association of Greek Ports)

E.LIM.E. is a civil, non-profit company. The aim of E.LIM.E. is to coordinate the activities of its members with the aim of developing port policy, the participation of ports in regional development and the creation of robust and competitive port service providers.

Its members are 13 Greek Port Organizations of Greece operating in the form of a Societe Anonyme (S.A.) and 25 Port Funds (Legal Entities of Public Law). Its purpose is to address and promote all issues concerning ports within the framework of Greek, European and International legislation. Its aim is to create positions for the development of all Greek Port Organizations, the port industry and transport.

Ο Panagiotis G. Anastasopoulos is Chairman of the Board of Directors and CEO of the Port of Patras S.A. (O.L.P.A. S.A.) and Chairman of the Board of Directors of the Hellenic Ports Association (E.LIM.E.), with an active role in strategic planning, the modernization of port infrastructure and the promotion of the sustainable and digital transition of Greek ports at a national and international level.

At the same time, he is co-owner and General Manager of the company p-consulting.gr, with many years of experience in the design and management of more than 300 European and national projects in the fields of digital technology, education, innovation and entrepreneurship.

He holds a degree in Mathematics from the University of Patras and an MBA in Business Administration from the Hellenic Open University, while he is continuing his postgraduate studies (MSc) in Autonomous Systems in the Port Industry at Novia University of Applied Sciences in Finland.

He served as National Representative of Greece to the European Forum of Technical and Vocational Education and Training (EfVET), as well as a member of the Board of Directors and Treasurer of the organization, actively contributing to the shaping of European policies for vocational education and training. He has extensive experience as a trainer, mentor and invited speaker at international conferences in the fields of innovation, port development, entrepreneurship and education.

Panagiotis Tsonis

Deputy CEO of PPA S.A.

Panagiotis Tsonis is the Deputy CEO of Piraeus Port Authority S.A.
He is a graduate of the Department of Civil Engineering of the Polytechnic School of the University of Patras and holds a master's degree in Organization and Management of Public Services, Public Organizations & Enterprises from the University of the Peloponnese.
Mr. Tsonis has many years of experience as a Civil Engineer and has served in leadership positions in both the private and public sectors. He has worked in construction companies on numerous projects. During the period 2019 – 2023, he assumed the position of CEO of the Port of Patras Organization. During his tenure, the company OLPA. S.A. presented excellent performance in the field of economic efficiency, while simultaneously achieving the implementation of a series of projects for the development and upgrade of the Organization's facilities and services.
He has served as vice-president of the Representation of the Technical Chamber of Greece, President of the Association of Civil Engineers of N. Achaia and member of the governing committee of the Technical Chamber of Greece / T.D.E. Finally, he is a member of the Technical Committee ELOT/TE 20 "Concrete" and a member of the National Accreditation Council (ESYD).

John Tsaras

Dr. Ioannis Tsaras is currently the Chief Executive Officer of Th.P.A. S.A. and from January 2025 is the Chairman of C.F.L.L. EXANTAS Port Training Institute.
Ioannis Tsaras obtained his degree from the School of Engineering of Aristotle University of Thessaloniki (1975-1980), his Master’s degree (MSc) from the Department of Civil Engineering of the University of California (1981-1982), and a Doctorate degree (PhD) from the Department of Civil Engineering of the University of Michigan, USA (1982-1985).
Mr. Tsaras was Managing Director and CEO of AN.KO S.A. (1990-1993), a development company that executes large energy, irrigation and spatial planning projects, then CEO of K.EP.A. (1994-2004), a company founded by the Federation of Industries of Northern Greece and the Association of Exporters of Northern Greece, which finances small and medium-sized enterprises, as well as eligible industries, leveraging resources from European financial instruments, designed for the private sector.
After that he was appointed as Managing Director and CEO of the listed company ThPA S.A. (2004-2010), and member of the Board of Directors of ESPO (European Seaport Organization) as a representative of E.LIM.E.E.
From 2010 – 22/8/2024, he has worked as General Manager of PFIC Ltd, a large phosphate fertilizer chemical industry, with over 1.000 employees. He participated in monitoring and auditing committees of sectoral and regional programs of the European Community Support Framework (Interreg, Retex, Valoren, Leader).
Mr. Tsaras worked as Researcher and Teacher in the area of computational fluid mechanics and sea waves.

George Vakondios
Financial Supervisor

George Vakondios is a graduate of the Department of Economics of the Athens Law School, while in the context of his professional activity he has received further training in France, the United Kingdom and the United States.
He speaks English and French. He has worked in the private sector from 1974 to 2019, while since 1986 he has held positions of high responsibility.
His last professional activity was at "FCB GNOMI S.A.", a member of IPG, listed on the New York Stock Exchange, where he held the position of General Manager from 1996 to 2019. He is a member of the Chamber of Commerce and has been a member of:

  • of the EDEE
  • of the OSCE

Since October 2019, he has been CEO of O.L.L. S.A.
