    Workshop1

    1.PURPOSE

    Provide information to the responsible Greek authorities about regulatory framework for ports and the experience of other Member States, port governance models in Europe, provide assistance in the decision making process in terms of regulation of port activities within the scope of new Strategic Plan for Ports.

    Monday 1 October 2012, one day 9.00 – 19.00

    Restricted, by invitation only: Officials of the Ministry, HRADF and its advisers. Expected participants: max 40.

    5. WORKSHOP ORGANISATION

    Hellenic Ministry of Shipping and the Aegean, assisted by the Task Force Greece, Brussels and Athens offices.Conference language: English – Greek, simultaneous interpretation.

    6. GENERAL DESCRIPTION

    The workshop is organised around four sessions. Each presentation should last 15-20 minutes. The final session is followed by an "Open Discussion" and conclusions.Titles of the presentations are indicative.

  • 1. (9:00–11:00) SETTING THE SCENE

    Speaker: Heraclis Haralambides, Professor, Director of Maritime Studies Erasmus University Rotterdam.
    Title: Growth for ports in the Easter Mediterranean
    Purpose: Provide overview of the Mediterranean ports system, advantages and issues, "gateway to Europe", importance for short-sea shipping.

    A detailed look at issues of crucial interest for the functioning of the port, its management and its operations.

    Purpose: Description of a modern concessions law, according to the principles of transparency and equal opportunities as advocated by the present Commission proposal for concessions; the example of the Port of Barcelona.

    Purpose: Overview of the major categories of labour regimes, advantages and issues

  • 3. (15:15–16:45) PORT GOVERNANCE MODELS

    Information about the port governance models in use today, examples of successful port organisations and privatisation exercises in Europe. Presentations give an overview of the distribution of functions in the political/strategic, legislative, regulatory, management and operations domains.A short overview of the UK model will also be presented by Dimitrios Theologitis, on the basis of a presentation kindly provided by the UK Major Ports Association.Furthermore, Dimitrios Theologitis will also present a short description of the new Danish port law which entered into effect on 23 May 2012.

    Purpose: Presentation of the ESPO study on port governance 2011, as well as a presentation of the Rotterdam "success story".

    Purpose: An example of successful privatisation through concessions, as well as its challenges.

    Title: The reform of the French ports system
    Purpose: Presentation of the French port system reform of 2008 which led to the creation of a two-tier system with the grand ports maritimes and the ports autonomes maritimes et fluviaux. This included a major reform of the ownership structure and the employment conditions in ports.

  • 4. (17:15–19:00) ACHIEVEMENTS TO DATE, CHALLENGES AND OUTLOOK,CONCLUSIONS

    A summary of what has been achieved to date, how to deal with the practical aspects of introducing a new organisational model, the point of view of the shipping lines – major users of the system, possibilities for European funding, a positive outlook.

    : The challenges of the new port managers and the need for training
    Purpose: Any successful privatisation model will have to rely on a new generation of managers who need to be trained – challenges in defining the requirements and providing the training.

    Title: The opportunities for the Greek ports in the context of the new Trans-European transport network model.
    Purpose: As the EP co-rapporteur for the new guidelines for the TEN-T, to inform about the contribution of the Greek ports in the Trans-European Transport Network and the Motorways of the Sea and present a positive outlook on the beneficial effects for the country of the re-organisation of the ports system.

    Purpose: Concluding remarks and indications about the orientations of the new Greek ports strategy.

Οι προβληματισμοί και οι σύγχρονες τάσεις στην Παγκόσμια και Ευρωπαϊκή Λιμενική βιομηχανία εξελίσσονται συνέχεια και σε γρήγορους ρυθμούς. Τα θέματα που απασχολούν τώρα και στο μέλλον τα Ευρωπαϊκά και Ελληνικά λιμάνια είναι σημαντικά και απαιτούν μία συνολική αντιμετώπιση, έτσι ώστε να έχει αξία και περισσότερη δύναμη ή όποια παρέμβασή τους.
Ο ιστοχώρος της ΕΛΙΜΕ είναι αυτός που θα συγκεντρώνει όλα τα πληροφοριακά στοιχεία που απαιτούνται έτσι ώστε τα Ελληνικά λιμάνια, διαθέτοντας μία ολοκληρωμένη εικόνα σε επίπεδο πληροφόρησης να μπορούν να επεξεργάζονται πιο αποτελεσματικά τις θέσεις τους.
